'placing in a restriction' is different to plumbing the turbo into the engine kind of restriction.
when you plumb the the turbo in, your also going to raise the VE and in turn push turbo rpm up.
with the turbo not plumbed into engine ... i agree it will spin faster when you remove restriction but not to any dangerous speed. from previous example it may be 40krpm with restriction instead of 68krpm without (PR=1).
and if turbo rpm and whistle noise is anything to go by then this may be relevant. when the IC pipe reducer busted, at WOT with barely any +ve manifold pressure (wastegate would have been shut), the noise of the turbine wasnt very high at all
i may well be wrong but thats what i believe will happen.
