ADR37 applies to cars (or engines, which ever is new) from 1986 to 1997.
ADR37/01 is from 1997 to 2003
You do NOT have to fit a newer engine than the car, BUT you have to make the engine pass the emissions for the year of the car.
Fortunately for those of us with 90's car, the rules didn't change from 1986 to 1997.
With respect to emissions, the easiest way to work it out, is find out which is newer, ie the car or the engine, and then ALL the emissions equipment from which ever is newer MUST be retained in a conversion (ie, all that you've listed up there), and it MUST pass the ADR for that year.
ie, putting a 2002 motor into a 1967 car, you must comply with 2002 emissions (ie, ADR37/01).
Putting a 1995 motor into a 1988 car, you must comply with 1995 emissions (ie, ADR37, which incidently is the same specs for 1988 emissions).
