But is same distance from wheel arch to door as a ra28. So why can it be engineered on a 28 but not a 23 if the 23 rear windows are no longer functioning?

I don't think that removing the winding mechs classes them as fixed...
They need to be permanantly sealed, and you could still force the window down if you remove the mechs...
Possibly, if you were to weld the mechs solid, then it may class as permanantly sealed, but that would then be at the discretion of the engineer...

Doesnt blake aka INOCNT have side pipes? Where is he right now?! lol
Would the engineer remove trim to ensure they are fixed rear windows? Or if you were to say they were fixed via welds, or fixed from factory, would that be enough to feed his curiousity?
