The leak will be from the internals of the dissy, you need to dissasemble the dissy and buy the Kbox dissy seal kit, about US$30+shipping and takes about an hour to do and probably longer to do the timing.....lol
The tie rod could be the inner rack ends or outer tie rod, either way they are both replaceable.
