reads like a pretty small dwell time - but my experience is limited to folks playing with msefi hardware. I would have expected something around 3m/s.
built-in igniters would require a good 12V supply and a good earth. if either of these is suspect then the built-in igniters will misbehave or eventually fail.
there's no ballast resister required for an ignition system that voltage compensates for low-voltage during cranking.
a thought: are the coil-pack connectors plysically well-connected to the top of the plug? if it's having to arc over a small gap it might be giving grief to the coilpack/igniter.
2nd thought: are the igniters dumb or smart? by that i mean, some igniters manage dwell time themselves, others are not much more than a robust silicon switch so require the ECU to manage turning it on at the right time (dwell) before the spark event (when it turns it off).
