To me it makes sense to run to the tank....... (surge tank only holds 1-2L, and all that fuel has to go somewhere)

but my 18rgeu setup came with the return to the SURGE tank, and it was fine........

    ?????? bit coufused....

run it to the surge tank, the overflow from surge should go back to your fuel tank,

As DQIKST mentioned, run it to the surge tank then have a overflow back to the tank. Why you ask... Imagine accelerating hard the fuel moves away from the tank pickup so the engine relies on the fuel in the surge tank, if the return was emptying back into the tank the surge tank will run dry quickly. No fuel no go

I would imagine that a fuel pump would be more than capable of filling a surge tank and a properly designed system will be able to supply fuel at 100% duty cycle on the injectors. If your draining a surge tank you either need a bigger one or need to modify your standard tank to not run dry using baffles or whatever tickles your fancy.

You could return it to either but also remember that the fuel is hot on its return so running it into the surge will also heat the fuel in there.
