Given that you have a proper vac reading you shoudl be able to set the timing nicely if you have a proper idle. 1500rpm idles are almost an impossibility to set the timing properly.

Hi Guys
Just letting you know it turned out to be a dodgy SC idler pulley bearing that was failing internittantly and then completely. Has been swapped out and im seeing good strong boost from low rpm. Happy camper!
