in a nutshell though you temporarily weld a nail to the surface of the tank, then pull up on the nail.
done gently this will tease the dent upwards.
attack the tank first with the sander to remove the protective coating on it.
you can use multiple nails to pull up bigger sections.
Avoid doing it lots as you can overstress the steel
no need to open tank
no need to drill into tank.
personally the wrecker is the best method, i picked up a tank from a wrecker for a corona/ra65/ra40 for less than 40 bucks.
the effort to raise the dent will be more in theoretical labour costs of your own than just picking up another from a wrecker.
