nothing unsafe about welding on the outside of a sump full of oil i cant imagine Just make very short tacks, no long deep penetrations

thats the dent not sure if its anything to worry about
that shouldnt worry you, the oil pickup will be in the middle of the sump anyhow, it shouldnt affect anything and oil will still be allowd to flow freely across the suction of the pickup.
Unless it gets dented agen and puts a hole in it!
looks like u got a leek from the sump gasket @ the front, could be old n not cleaned off or mabie driping down from some ware else.
yea thats old oil not cleaned from oil leak form the oil filter
for that dent id almost not worry about fixing it.

Once when i was quite young in my old VN commo i took it jumping. Seemed fun at the time.. After a while i got a bit confident and went faster and faster till the car bottomed out on landing and some how pulled the sump plug out... That affected me a little... Just a little usless sump story for you
lots of sumps have a bump like that...
