theoretically no, the purpose of the iscv is to control idle based on the airflow coming through the throttle body and it obviously gets the pressure from the intake after the air filter, and more importantly after the AFM! that pressure goes into the ISCV and tells it what to idle at.. its pressure dependent, so if you put a filter on it with nothing creating pressure into that valve, its going to idle like crap if at all...
