The car is an 89 GT-L soarer gz20 with obviously the 1GGTE. Sorry for the poor quality pics but as i was reinstalling it i thought shit no pics, and as i was upside down under the dash the only thing i could grab was my phone.
First step. Remove the panel in the drivers footwell under the steering wheel. you will need to unscrew the boot release and bonnet release aswell. there are about 7 screws and dont forget the one inside the little storage compartment. the top of the panel simply pulls off and the back unclips as well. after you have done this look right up under the dash and you should be able to see this

the green box is the cruise control box, and will have written on it TOYOTA SPEED CONTROL. There is a 10mm bolt holding it in place and a clip, i found it easy to lay on the drivers seat upside down to see everything easy.
Once you have the box out unscrew the little gold bolt on it and unclip the cover to show the circuit board.

the area circled in red shows the location of the J1 jumper, at the base of the largest chip.
the jumper is just a bit of metal, raise it off the circuit board so you dont damage the board, and then cut it, make sure they wont touch anything else on the board and thats it,
reinstall and cruise at whatever speed you want.

and look at the pic of the celsior circuit board, its not the same layout but the wire you cut is the same the J1 jumper.
