yes iv been doing this job for around 4 years now and i agree with you
IME only the 1kz and blacktop ones have failed. usually on the 2nd belt. and iv had 2 cases of the black top ones failing after being replaced.
on the waterpumps.... thats quite common on the 3sfe after the customer doesnt want to pay for a pump and cambelt time....

so, in general toyota tensioners are good. and with the 2 mentioned above, they should be replaced everytime you do a belt. do that, and i doubt you'll have an issue

please note that when i said above it will fail, i was talking about the topic specific 20v (BT) one
I DONT WORK FOR TOYOTA ANYMORE
    please, no more PMs!

I have done this and know all the in's and out as I searched thru it all when converting my race engine to blacktop head.

All pulley have the same diameter and number of teeth.

The crank pulley is the same between the Silvertop and Blacktop.

The only difference in the VVT pulley's is that the BT one is 5 dge more advanced than a ST one. The only difference is the location of the locating pin indentation on thye inside. They both move the same amount on VVT activation.

The EXH wheels, The BT has 3 spokes and the ST has 5.
Both the same Diameter and number of teeth.

So you can take a set of Blacktop cams and camwheels and put them straight into a silvertop engine no problems.

The belts are slightly different lengths, and the only reason for that is the amount of travel the mechanical tensioner has compared to the hydraulic one.
There could be a slight difference in the widths of the belt's/pulley's,
but they are so close it's not worth worrying about.
