the cable idea would work fine if the right amount of spring tension is kept on the shafts, and would take up the least room because you could put the pedal cable on the pulley closest to the driver, and it'd be neat.
also, you could put them as close or far apart as you like, but a bigger pulley would probably be more accurate than a little one.
