VVTi mx83 sluggish

I recently had a vvti 1jz swapped in to my Cressida and since the swap it has had the CEL on. I have always thought it felt slow since the day I got it back. It's also pretty bad on gas. Before its at full operating temperature, it will pull like it should, but when it gets up to op temp, it is sluggish, almost as if the wastegate is opening at low boost; also it will hit a fuel cut in higher gears at low speeds. for further information, it is still automatic, I have a walbro, it also has a Cx racing intercooler kit, and it is mated up to the stock exhaust. I recently did the temp sensor as well.
