I reckon you're on the right track. Make sure your core isn't blocked, make sure it's actually getting coolant flow through it. Also check that the flaps that divert air through the core move correctly.
Getting the core and heater box out is a real pain because it is so far in under the dash. I'd hate to try and convert a different one to work given the location. It could likely be done, but why not get a good KE70 one, or reco a spare core/box?
And is the coolant getting hot?
