The option is in everyones user CP, it just wont let you do anything if you have less than 30 rep. My advice, find the edit avatar option, upload the pic you want to use to www.photobucket.com then paste the url of that pic into the space marked "insert url" in the edit avatar area. Easy

Well u need some more rep just to make sure. You mayb have to wait till a couple of hours and maybe even the mods changed the required rep to 40 like in there FAQ. Just be patient my friend. If you can post pics up like that you have to skill to get an avatar going.

Im not sure usually they would be onto this straight away. Maybe change the very first post in this thread, under what the thread is called to alert the mods attention.
