On a fresh rebuild, I wouldn't be putting my foot to the floor, even under 4000rpm.

so wjhy haven't you taken it back to the engine builder yet?
if you payed someone to do it for you.. and you are unhappy with the result.. take it back and demand it be fixed.
your engine builder should have told you the run-in procedure also....
take it back to them, ask them what is wrong and why the motor they built sucks.. and then ask them about run-in procedure (if they hadn't already told you)

there were quite a few (heated) discussions on running in motors on the old forum - probably worth searching for "running in" or variations of.
As for piston rings- the first time you fire it up in anger, they start to bed in. You should have been varying the load on the motor to get the rings to move around a bit. By the time you've got to 400K they've worn to match the face of the bores or have helped glaze up the bore and are polishing themselves into uselessness.

no im not silly, i have taken the car back to them several times, they keep sayin yeah its runnin like a dream man and givin it back to me, should i take it to another shop and have them work out exactly whats wrong?
