For a stock CT20 without intercooler I reckon about 12psi is the limit before you're just generating heat. With intercooler and bigger exhaust maybe around 16psi.

A stock 3TGTE block and head should be good for about 12-14PSI with an IC.
The poor little CT20 starts running out of steam above about 8-10PSI though... anything above that is really getting out of it's efficiency.
Yeah, I now have a Garrett GT25 running 14psi. The air temp to the engine is around 35 C, I have a modified intercooler from an EVO 5.

a tdo4 dun look much bigger than the ct20, what makes it any better? looks to have much more compressor blades though. Does the o4 makes more boost than a 20?

Turbos aren't based on the amount of boost they can make as this would be an unefficient way of measuring as on a barina a turbo may make huge boost if unhindered by a wastegate, but on a larger engine which eats more air it won't make as much boost. I'm not too sure what they use to measure turbos other than a/r ratio and trim.
On a side note how much power have people got out of 3t's with what mod's. I searched but couldn't find anything other than on Simon's site.
