Default dialing in an internal wastegate questions

    hello !!,
ive had to make a new rod with funky bends to fit my new turbo, i just dont know where you get your base reading from. when i get compressed air with a psi gauge in line, the rod starts to move at around 14-15psi ( was 25psi but i backed it down). now i wanted to set this up to 18psi and bleed the rest on the dyno, but im not sure if the wastegate should be open over ~30% at 18psi, or start to open at 18psi. i know the exhaust gasses are gonna aid in it opening, im just not sure.

is this a loose question, you got try to see kinda thing ? or is there a rule of thumb ?
i shoulda gone external !!! haha kicking my self.

    cheers !!
i dont have a funny or cool signature.
