But its not something the engineer should be getting involved in, he should be sending you straight to the RTA.
The RTA should be able to give a ruling in regards to it.
You should be able to get a letter from the RTA stating that "Engines XYZ which were complied in Cars XYZ are compliant with ADR's XYZ once the following modifications/improvements have been performed..."
Then the engineer can use that letter to verify you have the engine you claim you have, and that you have made the required mods to comply with the ADR's, and sign you off without requiring a test.
At least, those are my thoughts.
But if you've passed the IM240 without much headache and cost, then maybe that was just as easy (or even easier).
In WA though its basically, stock engine with stock ecu = no emissions test.
