18rc shutting off on hills

hey guys,

I have a stock 18r-c in my corona wagon, everytime I drive up a hill in any gear it shuts off. Ive checked the carby and have rebuilt it and had it tuned. I've got ignition right the the plugs, any other Ideas as to what it could be??

fuel pump fubar?
fuel filter blocked or got crap floating in it?
correct outlet pipe from fuel tank connected to fuel line going to engine?

new fuel filter, and the lines haven't been touched since it came from factory... so I guess a new fuel pump

Maybe worth checking the float level in thre carby
