seriously, what part of the car is lower than that exhuast near the rear suspension??

for more clearance, consider running two smaller pipes for the bit that goes under the rear LCA's

oh, and if i was your engineer, no way i would pass it with that wastegate screw sticking down like that.....but lets not be picky

I don't think it matters, once the cops see the missing cat your stuffed anyway.
The car will be defected on the spot and a hefty fine will be applied.

coilovers and height have nothing to do with each other... in terms of being above legal limit
