SV21 Camry 2nd Radiator fan issue

Hello guys

Just tidying up the old granny mobile to sell off genuine 50XXX kms only driven to church type dealio

Issue being the farkin 2nd radiator fan doesnt come on causing the car to reach boiling point(NOT OVERHEATING) it used to come on now it has stopped...ive checked the relays under the bonnet I was able to swap one of the silver relays out from my supra spares but there is a big BLACK relay AC FAN no2 how do I test this? ive checked the ECU and the caps are sweet freaking think has never been taken out brand new! btw I tested the fan and she runs sweet on 12volts directy from battery!
