The standard headlights are dull and yellow anyway, there are many replacement lens kits you can get from e-bay or Yahoo JP that make a huge difference.
Also make sure the levelling of them is correct by playing with the level adjusters in the frunk.

As for the dash, it is also quite dull and you can only really tell the lights are on at night time.
Make sure the brightness is up full, there should be a dial on the RHS of the dash box.

As for the volt meter, mine does that as well, has never been an issue.

could be you got an earth leak where youre not supposed to..

check bulb and loom connectors for burn marks, discoloration and oxidation.

Id start with the places most likely to have had water penetration

if its a Jap SC model it might possibly not have the level adjustment for the dash lights, My old JDM SC didn't, neither did my ST165 JDM halfcut. they are just 1 setting, it could have been an option?

This might not be the cause but the plug on the back of the light switch often has has bad connections, I am pretty sure it wouldn't make them dull it usually just makes the lights go out until you tap the dash near the switch. just pull the plug off and close the pins better

It may be something worth looking at though.

I found that changing the bulbs in the dash made a big difference.
I couldn't find new bulbs of the same wattageas the originals, hence why I got brighter ones.
I can still dim them down but I can also get them bright enough to read well.
