Does anyone have a specific link which outlines exactly how the log book system is going to work for club reg, I'm seriously considering de registering my ae86 and turning it into a track car, but it would be nice to occasionally drive it on the road for testing and ease of getting the thing worked on. my rego is due on January 25th so want to get a bit more info on the scheme.
also a question for silverra23 how strict is your club scrutineer when it comes to the roadworthness of the car obviously what I mean is that if the car is pretty clean but it has a engine conversion, upgraded brakes , cage etc without having been engineered?

I did a poll of clubs secs west of Geelong.
All have dropped club safety officers because even the police members of the clubs wont put their head on the block and pass cars for Red Plates.
You cant just drive a car around the block and say its OK for the road and then the guy has a head on collision in the next outing.
And they find a defect that the safety person missed.
A safety officer it is feared, under some circumstances could be found to be culpable,
It is better to go to an RWC person with liability and indemnity insurance.
VIC Roads now as part of an RWC club certification/inspection
require a CALIBRATED TAPLEYS METER TEST.
It is valid only for 30 DAYS.
No print out no RWC.
It is a VIC Roads instrument and costs heaps.
RWC costs are now $99-$150 depending.
Due to this requirement.
And so the debate goes on and one,
Lets see who gets the first free log book.

Hi,
We use a certifed RTA dude to check our historic cars for safety, purely because it removes the onus and liability on a club member should something be defective on the vehicle and causes an accident.
Furthermore our cars are young enough to be tested under the existing RTA guidelines for pink slips.
However, I can understand a club that has some real old vintage cars that would not be capable of passing a Tapleys test and also not have safety items that would require a club member to certify, as the RTA couldn't. Besides, if you have something like a 1920s car then I doubt the RTA guy could drive it as the gears, mixture etc is so different to modern cars that, unless he owns a similar car, he couldn't test drive it successfully.
When is the date in 2011 that the documentation comes out of the RTA for this new proposal?

It is expected that these changes, which include a new street rod inspection scheme and improved definitions of ‘replica’ and ‘modified’ vehicles, will be implemented after February 2011."

I recieved my log book today. It seems costs aregoing to remain the same for this renewal period although the TAC charge is supposedly going to be lifted for the 90 day permits next renewal period according to the letter included

No it just states they are going to increase due to the increased freedom to drive the vehicle

As for the 30 year rule, you are right, I am guessing. As I have said, the two things that I have read from Vicroads have said that the 30 year rule applies in 5 years time. No mention of how they were phasing it in.
Yes the initial detailed discussion paper talked about phasing in a 30 year rule over the next 5 years. thus 25 year old cars now, would not be instantly excluded. This one page flyer clearly cannot cover everything, so will be interesting to see how the final regulations pan out.

My RWC fellow tells me he has just had to buy a "light transmissibility meter" worth about $1500.
Along with the Tapleys meter the print out is good for 7 days after the initial inspection.
The Light Transmission test will apply in 2011 to ALL cars submitted for RWC.
And they will make people take OFF the black tint from cars that have front windows that do not pass 70% of the light.
VIC Roads argue that window tinting has got out of hand and some cars are so dangerous they are a total joke.
They have issued the meters to VIC ROADS Enforcement officers as well as well a sound level meters to measure excessive noise.
the VIC Roads cars with Purple lights can now pull up car drivers and book them for speeding and other offences.
The only thing that the govt wont do is allow VIC Roads enforcement officers to have blue lights or fire arms.
Also the NEW GOVT in VIC after being in opposition and demanding speed cameras be taken out are putting 300 more in.
Dont ya just luv this state of enforcement?

I was under the impression that the vic roads officers already had those powers? (except for the light/noise)

realy, i had one stick its lights on behind me not too long ago, didn't know what their deal was so i just kept on going, i thought they only pulled up trucks and stuff.
