RPM looks about right for D, not OD.
But who says the tacho is accurate?
I bought a Totoya Crown MS112 last year from a old library officer in Doncaster east, it use 5M-E engine.
I'm not sure whether the overdrive work well, but sometimes it worked, the switch is ok for the o/d light is working well,
The engin rpm is rising to 2100 when speed is 60km/h, it was 1800 last year.
and 2500rpm when 80 km/h, 3500rpm when 100km/h
Is this rpm right?

You should be able to turn OD On/Off by the switch.
You should feel the RPM increase both physically and indicated by the RPM when OD is off

when I'm driving under 70km/h, whatever switch on(o/d light off) or switch off(o/d light on), the rpm keep stable, above 70km/h, I daren't to do it.
But in few 1 or 2 morning, I saw rpm only 1600 when speed was 70km/h.
You can use the OD switch above 70
Another way to try is put it in "2" with the OD OFF, then shift to "D" (at a speed that 3rd gear will engage). The RPM should drop when 3rd gear is engaged.
Then drive to a speed where OD will engage (anything over 80 should easily do this) and when you turn OD on the RPM should drop again as 4th gear is engaged.
To me it sounds like you OD isn't working.

If O/D isn't working,where can fix it ? and how much? I'm living in Melbournt.
Depends whats wrong.
The button could be faulty, or the something inside the box.
The overdrive on that gearbox is a very simple though.
The button either earths a wire, or it gives a wire +12V.
The wire goes down to the gearbox (no ECU).
If you want to get your hands dirty, get a GREGORYS or HAYNES manual and start playing.
If not, drop the car off at an Autobox shop and get them to fault find.

I think VAMOIZ is expecting the o/d to work at all speeds. It does not "kick in" as soon as you hit the button. As others have said, it wont come in under (about) 80kp/h.The car "decides" when overdrive is appropriate.. in most conditions you should just leave the o/d switch ON.
simple test, cruise on a flat road at around 100kp/h with the overdrive switch ON. .. noting RPM.. then turn switch off (dont change throttle position). , you should be able to see the engine revs rise on the Tacho and hear the difference also..
Turn the o/d switch back on, it should engage a short time later...
