    Sounds insane i know but try Black Shoe Polish, works a treat.....

    It's an old car yard trick!

    Its also a cheat and doesn't restore the plastic at all.

    i would give it a really good clean with wax and grease remover, then schff it up with a red scotchbright (washing up pad) so the paint has something to bite into,

    even tho it says it has inbuilt primer, i would still use a very light coat of plastiprime (sikkens brand, but any other brand will be good too) then use the bumper coat just to be sure, gives an extra bit of security and saves the chance of having to do it again!!
