got a restrictor/filter chamber in the line? depending on the haltechs sampling time, it might be getting fluctuating vac readings (due to pulsing) and the fueling bouncing around to suit?
0psi = no vacuum? or full vacuum?
any issue with power sources during cranking?

where is your map line coming from - you should get some vacuum during cranking (certainly with the throttle closed). Am assuming that 0psi = 100Kpa = atmo
Nah, there's no filter or restriction in the line to the Map sensor. Infact it's the stock location for the map sensor these engines come with.
WHen you crank it over, the ECU AND the boost gauge, both show 0PSI. which means neither negative nor postiive manifold pressure, ergo, ATMO.
When it gets running it then sits at around the -5 psi mark, which in my opinion isn't great, but it is a pretty old and cactus engine.
I would imagine that the sensors are probably right and it's the engine that's cactus.
The other thing MIGHT be a power source issue, and I'll attack that too. Although the alternator is working and charging.
