The stock setup switches on at full throttle or 8" vac, with a 5 second or so delay to turn off, IIRC.
There's also an issue of wasted efficiency...if the SC is running all the time, you're wasting a fair bit of fuel to circulate air.
In regards to switching, I found the smoothest I could get with a (fairly crude) ecu was to switch at an RPM point (I chose 3300) and an MAP pressure (I used 33kpa I think). This kept it off under cruise/light throttle, but ensured that it wasn't switching halfway through a corner at high revs, which can lead to unsettling the car, as well as belt damage etc from the SC being switch at high RPM.

Yup, that's pretty close to what i was aiming for. Ideally I would have had a delay, as per factory, but I never got around to making one, so the RPM based option worked well. Kept it off for cruising, but on for thrashing

have a peek at this link, a very tidy GZE install into an AE85. s/c before bigport rwd intake and t/b

well lucky for you.. here's the same car and the same build thread ( more or less ) but on an open site and all you have to do is click and absorb.
