I concur that it is build up of moisture from sitting around and short idling sesions.
My Green TA-22 is notorious for rusting out exhaust systems because it spends more time sitting around than being driven. Water condesing out of the exhaust gases and the chemical make up of the gas eats iron rather quickly. I recall getting rust blasted when I started it up after two years sitting around when a cloud of rust particles were shot out from the exhaust. The exhaust has now rusted internally enough at the end of the headers that it broke last time at Wakefield.

I've seen almost new cars rust out stainless exhausts from only being driven on short trips (ie, mums driving to the shops once a day).

When water in any quantity combines with exhaust gases it makes an acidic solution that eats metal quite nicely, especially with modern unleaded fuels
