The fuel pump relay should be triggered directly from the main relay (for 12V) and gets its earth from the afm. Make sure its getting its +12V from the main relay. (Im assuming the coil and air valve are getting power from the main relay so the relay itself is working)
The starter aux relay is triggered from the start signal (+12V in start) and earth is constant. The relay should only switch when in the start position. When the relay switches it should turn the fuel pump on by providing an earth to the fuel pump relay.
I just re-read your post and notice your engine isn't even turning over? The starter aux relay in the diagrams does not switch current to the starter motor. its there to turn the fuel pump on when the engine is cranking (i.e. before the afm flap opens).
You may want to check that the wiring to the starter solenoid is intact.
