Bags are known to fail, they are 20 years old.
Start the car, set the suspension to the high setting. Once its up high, turn the suspension off (on the Celsior, there is a switch in the boot to disable the system).
This turns the pump off and shuts all the valves.
Measure every corner and then leave it over night. Something around 10mm is normal sag, but if it drops a couple of inches in one corner, that bag is stuffed.
You can also take it for a drive for a while and see if anything drops.
If you find a bag has failed (a likely scenario) then you can either get them new from Toyota, or 2nd hand from YJA, or an importer, or if you are lucky ones that are already in the country, or you could go to the extreme of converting to springs/shocks.
