The fluff was the degradation of the cotton filter. The more you tried to pick off (trust me, it won't blow off), the more it'd fluff.

the same thing happened to my unifilter, we took it back and got a replacement + a story about how they fixed the problem and it wont happen again

Didn't your mum teach you to turn your air-filters inside out when you put them in the washing machine, and only wash them with other red things?
