Reading others peoples comments, there is a slight chance it could be a breathing problem, but if it is creating a vacuum in the tank it is unlikely though .. The easiest way would be just to take the fuel cap off & take it for a drive ..
Putting the fuel filter before or after the pump is ok, but especially if its before the pump make sure the fittings are tight as a slight vacuum leak here will certainly effect the pump performance ..
As i have said before you need to check the fuel flow to the carby otherwise you don't really know where you are ..
