If it's a wire off the ECU then NO.
In this case the black/red wire should switch a relay which powers both pumps.
If the black-red wire is a power cable which is already switched by a relay then it may be ok. Check the current pull of both pumps and compare this to the current limit of the wire given its cross-sectional area (I'm sure there are tables around on the net with wire diameter vs allowable current). The cross-sectional area **should** be printed on the insulation on the wire.
