I'm looking to upgrade the c16 off the mr2, a turbo that is responsive and has around 400hp.
At the hks web site the 2835r looked the goods.

But a friend told me that HKS are licensed by Garrett and that the GT3071R - 700382- 3 is the same turbo and cheaper.

I don't know much about turbos but is this true??
While I cannot categorically confirm whether this is true (I think that you would need to be in the Garrett legal team to really understand th ins and outs of their agreement).
HKS are made by Garrett BUT HKS do their own development. AFAIK when HKS settle on a design it is theirs exclusively for a set period of time (IE Garrett cannot market the same product in that period of time); Garrett can however be very similar, and as HKS do not publish their compressor maps, it makes the choice fairly simple in my eyes. Garrett is also easily accessible locally for after sales support.
edit/ HKS do have their wheel trims advertised.

YelloRolla's KE20 1/4mi = 11.32 @ 119mph @ 22psi on slicks
12.44 @ 113 mph on 165 wide street tyres
210rwkw - not bad for a smelly 3TGTE running pump fuel.
