Sounds like IDL in your TPS circuit is staying grounded.
Check the TPS to see if IDL is actually working, it's just a switch to tell the ECU that the throttle is shut.
Then check to see if your IDL wire is shorting out on the body somewhere.

I did a swap of my american motor to a jdm motor and I am useing all of my oringal sensors. The only thing that is different is the american motor had a [egr] valve and the jdm didn't. So I had to hook up a lot of vacume lines in a series to get them hooked up. With the throttle position sensor pluged in the motor will idle but if you try to give it gas it will go in to fuel cut. Unhook the [tps] and it will acellerate but runs real rich. Is there some one who knows what to do that can help me out?...buffalohunter7321

The spanner in my avatar is actually a 16mm, that's why it's still new
Thank you Dan I'll be checking that just as soon as the wheather breaks hear in Ohio. One other thing I for got to mention was that I had to chop my o2 sensor wire to add about two feet of wire to it because my header did not have a place for it like my regular exhoust did. Would this be a problem that would also cause it to go into fuel cut? I had to use my american [tps] the jdm one was broken in shipping. I know this has to be set with a filler gage, but I do not know what to set it at. I don't have a manual to look it up.I am Sorry that it took me so long to reply back to you. I am greatly in your debt...buffalohunter7321
its probable that the pinouts on your USDM throttle sensor are different to the wiring on the JDM loom, i would check wiring diagrams for both models.
a TPS should really be setup with a multimeter ideally, i _think_ it should just be starting to show some voltage as it rises from 0% . i usually just get the TPS loose and wind it around on the throttle body until i feel some resistance (spring tensioning up inside the assembly). the engine should also sound different, as it will be adding fuel as TPS reading goes up..
Sorry to have taken so long to reply I had to evict some one out of my renter house. Now could you tell me how many volts should my meter be reading on my [tps]? When the jdm one was broken in shipping I used my american one and just put it on the throttle body. It is a wonder my motor even run at all. Is there a set tolerance or clearance to set them at or just to tenchion? And where would I put the feeler gage to set this clearance? The [tps] is enclosed and there is no way of inserting any thing in it!? Plese bare with me and my lack of knowlage about this. I feel I can get this wipped from all the knowlage that is shared in this site. Thank you...buffalohunter7321
