call the guys that rebuilt your turbo? give them a bit of responsibility
hmm, you could undo drain hose off turbo, drain into bucket, and run for 20 or 30 seconds and see what it is flowing now...
of course it will be different when turbo is spinning and shedding oil, but might give you some idea (no idea what rpm you are meant to get that 1.6-2lpm at?)

Also, you definitely need to do a leak down test, this will tell you what condition the bottom-end is really in. Anymore then 10% and you can expect to be loosing oil and knocking when it shouldn't really be. Always a downer hearing bad luck stories like this......

Gone down to 1.5mm still smoking but haven't had a chance to drive it to blow out any residual smoke. -Gotta do it late at night so no one sees it.
Flow measured at the drain was about 180ml over 15sec, I should really do it at the inlet but I had the drain pipe off anyways.
I'm a bit over the whole thing, just really cant be fucked. Who wants to fix it for me?

Okay changed the oil and filter as the oil had gone black and thin REALLY quickly, and with the oil feed reduced to 1.5mm and a kink in the catch can hose that i missed fixed I went for a couple of test drives and it seems okay, no smoke that I can see but I will have to get someone to follow me. I'm running 20/50w oil too instead of the 10/60w I was previously. I still don't trust the motor though and am gathering parts to build another.
how rich is it running? is it washing oil off the bores?

around 14:1 at idle and cruise and 11/12:1 under load. but the maps need work, it will go on a dyno when I'm happy with everything

can you drop the turbo off the manifold and see if there is smoke coming from the engine?
either that or let it idle (while its smoking) and block off the turbo oil feed, see if the smoking goes away.

does the pcv valve work? take a spark plug out and is there oil in the cylinders? could be valve stem seals or you not bedding the rings in properly?
and as was said before block the oil feed to the turbo let it idle is it still smokey?
i have the same problem as you, though my problem im pretty sure is i havent bedded the rings in properly.
