It is basicly idle mixture.
If you turn it in then it closes the by pass up and thus forcing the air to go past the vane. This make it read more air and it will run more fuel at idle.
If you turn it clockwise and the idle comes up and smother then it just wants a little more fuel.
Of couse you should never need to adjust this if every thing is working right. You may have an air leak somwhere.
