purpose of neg repping is to stop people posting threads like this which the answers can be found by doing simple searching, it took 4 clicks of a mouse and i found the answer to the question.
if you cant find it you obviously didnt look to hard, IIRC i think it has even been mentioned in other threads aswell.

Well, it has been mentioned in other threads but the FAQ is actually incorrect, it states 40 rep to post in classifieds and have an avatar whereas it's actually only 30
