Try tapping it forward with a wooden mallet, then pull back.
Also, is that $40 for the pulley genuine Toyota???

And when you get it out [I drilled and tapped], check that the Woodroffe key isn't sitting on some rust.
Mine was, making the key a little high, and that seemed to be a good part of what was holding the pulley on the crank.

yeah the new genuine pulley was $40.
I ended up using an angle grinder to get the 4age one off.
Funnily enough I just pulled off a crank timing pulley off my 3sgte last night. I made up a puller for this as it already had two threaded holes for a puller. You need to pull evenly so it doesn't bind on the crank. I also heated it a bit and sprayed liberal amounts of wd40 on it the day before. There was a bit of rust under the pulley which was causing it to stick.
The most important thing to do is take your time, pull evenly and use penetrating lubricant.
