Ive never had anything done like this before so I'm not sure what sort of workshops to ring and ask; any ole machinist? Or performance workshops or?

Do you get rods/crank balanced THEN shotpeened, or shotpeened then balanced?

Balanced then shot peened.
The shot peening process smacks the living daylights out of the components and effectively case hardens them. It's a common misconception that shot peening increases the strength of a component. All it does is give the surface of the component a toughened skin and effectively removes any stress points on the surface that could possibly form into a crack.
Although for really high revs, the crank should be knife edged and balanced, along with a full balance of the conrods, both end to end and equal weight to each other.
Oh, and don't skimp on con rod bolts. ARP have some nice offerings. Remember, most engines fail spectacularly because of the con-rod bolts failing...
There is a workshop in Ipswich. I think the name of it is Road and Track.They do all types of mods to all makes.I don't have a phone number Google the name and should come up for you.
