Your TPS is out of adjustment!!
The TPS sends a signel to the computer down the "IDL" wire to tell it the throtel is closed and you want it to run slowly,so the computer rev limits the engine to 1700-1900 rpm.
If it is not set right the computer still thiks throtel is closed even when you have the throtel open enough to run at higher rev's hence it hits rev limiter.
To set the TPS unplug it and check for continuaty between the 2 pins on 1 end "idl" and "e2" (can not remember if it is top 2 or bottom2 but the ones that conect with throtel closed) them set it so as they have continuaty with throtel closed but drops continuaty as so as you move the throtel a tiny bit (factory spec is 0.1 of a mm)
Do this and all will be good.
