Window lifter modules often work via sensing ignition voltage and alarm armed output.
i.e. when the the ignition wire is low and the alarm armed output is high the module winds up the windows.
If the lifter module is stuffed it could be feeding 12V constant back into the ignition line and thus keeping the dash (and possibly other parts of the ignition) on.
Note: Don't let the lifter module get wet, this includes inside the door (depending on how you mount / cover it)
