2 possible ways come to mind, depending on how thick the metal is. 1) drill a few holes and crack out the curved tinsnips. it looks like a tight space in there, so that may not work.
The other option I can think of is to draw a cirle, and drill holes around the perimeter of the circle, then use a round file or some such to bridge the holes.
You can also get metal-cutting blades for a jigsaw.
