Ive got a similar problem. My 3sgte starts at about 800-1000 rpm when cold, and gets as high as 1400 rpm when the engine is warm. My guess is it there must be some sort of electonic idle regulator in the ecu. If you get any answers, let me know.

I have a complete Gen2 3sge in my Celica St162, however during the warming up process, the idling seems to take the following pattern.
Just started the car - 1.2k RPM
About 2 minutes later - 800 RPM
About 5 minutes later - 650-700 RPM
When its warmed up to the normal position - 1.3k RPM if in motion or 900RPM if motionless.
The weirdest thing is that if the car is in motion, and you step on the clutch fully, the idle RPM stays at 1.3k..... RPM stays at 1.3k until a complete stop(engine on). it will then slowly decline back to 900rpm where it will stay at that idle for the enitre time. But it wont happen unless the car is completely motionless.... as in i mean if it was moving 1k/hour, it will stay at 1.3k rpm.
Anyone experienced this before?

Could be an issue with the ISCV. It's the bit at the bottom of your throttle body. Not sure, but cleaning it may help.
the idle speed control valve under the throttle is not working. take it apart and clean it out.
