it's a one way valve. Be a good idea to have it.

and i noticed what appears to be a restrictor is this a neccesary part or can i just connect the power booster straight to the inlet manifold

hi lance
i sucked the valve and it seems to restrict the flow a little more one way and not the other
what i mean should it close completly one way

Ian, the valve will either have an arrow on it indicating direction it flows or manifold etc will be stamped on it indicating which end should be connnedcted to the manifold and the booster.
If functioning properly it will only flow air in ONE direction, if it flows freely in one and partially in the other then get a new one as it is stuffed, they are cheap and are a crucial part of your braking system.
One way check valve! Available from any parts store or brake shop.
