Have you tried a shaft/bearing retaining compound like Loctite 609?

This is not a part that can ever wear out, only break or be damaged. The surface that the bearing is chewing up will Never see any wear unless the bearing goes bad and spins on it.
This is not a situation where hard plating is usefull for making a part live longer. Only for getting it resized.

    Poor assembly or parts mis-match!!!

Hard Chroming cannot be re-machined afterwards. I think that you are referring to Hard Facing - very different... (A1 Metallising in Arncliffe Rd Arncliffe used to be the ppl to see, you could try them in order to re-size the part).

I really must agree with allencr.

I am not comfortable to guess at what needs to be done to fix it without having it in my hands and casting an eye over it to better understand why it is failing.
    YelloRolla's KE20 1/4mi = 11.32 @ 119mph @ 22psi on slicks
    12.44 @ 113 mph on 165 wide street tyres
210rwkw - not bad for a smelly 3TGTE running pump fuel.
