Yeah, vaso does evapourate. It's just there to provide a protective film. I use it sparingly on the posts/clamps to keep them nice and clean.
If your brother is going to kick over the motor that's good. Between starts you'll need to keep the battery charged, assuming there will be times when he can't get to the car for some weeks. If the battery gets too flat it will root it and you'll need to get a new one.
When he starts it, make sure he lets it run for 10-15mins (1500-2500rpm) to get the engine warmed up and the oil and water to temp and flowing through the engine - also this gives the alternator a chance to charge the battery 'cos after a few weeks the car can take a few goes to start and drains the battery a fair bit.

If it's going to get any sun, grab a solar battery charger.
The're fairly cheap and should keep it topped up.
Just a note regarding wet cell batteries and CONTINUOS charging.....
You should use a "float" charger rather than a trickle charger. Float chargers montior battery voltage and actually stop charging the battery when it reaches full charge - then when the battery starts going a little flat they turn on a trickle charge and top it back up. They usually also have a "bulk" mode charge for if the battery goes really flat.
Float chargers are typically more expensive than a normal one, but definitely worth it as they look after your battery, stop it from leaking (this is caused by overcharging), and keep current flowing through the system regularly.
As well as this, i recommend adding "Battery Conditioner" to the acid in your battery. It's good shit, and actually DOES do everything it claims to.

update from the brother:
Hi guys, so you know, it's been nearly 6 months and she was starting ok until the last month or so. the battery was accidently left connected for 2 weeks and drained...the float charger fixed it up but since then it has been freezing cold over here and I had to clean up plugs and points and things to get her to run. So far so good I suppose. washed it a couple of weeks ago too, had dust and crap from sanding my own RA28...sorry Dom!
