Private messaging rules, strange error message, please explain?

Please explain the rationale?

Now I'm off to try again, surely this post took at least half a minute...

i had that with a search, its ass-backwards, but a minute is nothing :/

Basically its to stop people with slow connections spamming the forums with multiple posts, and spamming other people with multiple PMs without realising it. What quite often happens on forums is that when Joe Bloggs with his 28k modem connection clicks on "Post Quick Reply" it might take 30s to actually post the reply, and if Joey is getting a bit bored, and clicks on it again what it commonly does is post two replies of the same text.

That time limit is to stop that.

The other time limit on the search is to stop spammers from doing a Denial of Service on the server by running thousands of searches at once as the search takes up a reasonable amount of processor capacity.
